The world is becoming sovereign by law. It shouldn’t become isolated by design.
Data localisation law, AI regulation and institutional policy are drawing hard boundaries around where data, models and knowledge may live. Those boundaries are legitimate. But the tools institutions have for working across them still assume one thing: that collaboration requires moving the asset. We build the infrastructure for the case where it does not.

AXP · The Governance Layer
Six answers from six sources — and three of them belong to the asking bank. Each answers from what it holds, and none learns what another said. The answers are bounded: nobody receives a case file, a policy record or a member’s history — only the fact of a match, governed by the authority each granted.
One exchange, of many. The same layer governs data, models, retrieval and agents — across finance, research, defence, healthcare and supply chains.
The old choice was simple.
Share the asset.
Move the data across the boundary and control of it goes with it. Copies persist. Jurisdiction changes. The obligation an institution accepted when it collected the asset does not travel alongside the asset.
Or work alone.
Keep everything inside the boundary and the question simply goes unanswered. The pattern that spans institutions stays invisible. The research stays partial. The risk stays unmeasured.
AXP creates a third option.
Collaboration is treated as a question that crosses a boundary under explicit authority, not as a transfer of the thing being asked about. The asset never leaves. The answer is bounded, governed and accountable.

Not one byte of the 92 MB crossed the boundary. The 461 B payload is a bounded answer, not data — which is the whole distinction.
The numbers are not ours to claim.
The receiving institution measured what arrived and cryptographically signed it. The record of the exchange is theirs, not ours. That is the only kind of proof that means anything when the claim being made is about what did not move.
Where the data cannot move and the answer is still needed.
Financial Intelligence
The most damaging fraud is invisible to any single institution. The pattern only exists across the banks, and no bank can see it without pooling the accounts it is obliged to protect.
Defence & Aerospace
Universities, primes, subcontractors and government laboratories collaborate around proprietary knowledge and mission data that none of them can pool.
Scientific Research
Institutions in different countries hold the cohorts, instruments and results that would answer each other's questions, under consent and export terms that will not permit the underlying records to move.
Healthcare
Hospital systems, registries and trial sponsors hold patient data that cannot leave its jurisdiction, while the clinical question spans all of them.
Regulatory Supervision
Supervisors need to see across the institutions they oversee. The statutes that separate those records were written deliberately — oversight should not require the supervisor to hold a copy of everything.
Cross-Border Coordination
Agencies and institutions in different jurisdictions coordinate around records that statute keeps at home, while the case, the outbreak or the network they are tracking does not respect the border.
Supply Chain Verification
Every party in a chain needs to verify what the others claim — provenance, compliance, capacity — and none of them will open their books to a competitor to prove it.
Sovereignty was never supposed to mean isolation.
The future belongs to institutions that can protect what they own and still work together.
